Renewing your passport or ID card, or applying for one for the first time, if you live in Spain

If you live in Spain and want to renew your Dutch passport or ID card or apply for one for the first time, follow this step-by-step plan.

Step 1: Gather your documents (checklist)

Complete this questionnaire and you will receive a personalized checklist as a result. It tells you exactly which documents you need for your application. Are you also applying for a passport or ID card for your partner or for 1 or more of your children? Make a separate checklist for each family member.

Checklist for applying for a Dutch passport or ID card

Step 2: Make an appointment

Once you have gathered all of the documents on your checklist (step 1) and ensured they meet all the required conditions, you can make an appointment in Spain or in the Netherlands. If you are applying for a passport and an ID card, make a separate appointment for each application.

Appointment in Spain

Warning:

Bring all the documents on your checklist with you to your appointment. Print out the checklist and bring it with you. We cannot help you if any of these documents are missing:

  • Application form for passport or ID card (completed, printed and signed)
  • Declaration of consent from parent / guardian for minor applicant(s). Are you applying for a passport for your child under 18? Or an ID card for your child under the age of 12? And are you or the other parent unable to attend the appointment? Then the absent parent must complete and sign the declaration of consent. And provide a copy of their passport or ID card. The copy must be dated and signed by the absent parent.
  • Passport or ID card. Bring all your Dutch and/or foreign passports and ID cards, including any that have expired.

Changing or cancelling your appointment

After making an appointment it will be confirmed by email. The email will contain a link you can use to change or cancel your appointment.

VFS Global Madrid 

You can submit your application with VFS Global in Madrid. VFS Global is an external service provider. Please be aware that a service fee will be charged on top of the consular fee.

And you do not have a copy of your travel document?
And you do not have another valid Dutch travel document?
Then it is not possible to submit an application at VFS Global. You must go to the embassy in Madrid to apply for a new passport or ID card.

You can submit your application with VFS Global in Barcelona. VFS Global is an external service provider. Please be aware that a service fee will be charged on top of the consular fee.

And you do not have another valid Dutch travel document?
Then it is not possible to make an application to VFS Global. You must go to the embassy in Madrid to apply for a new passport or ID card.

No shipment to France

Do you live in France and did you apply in Barcelona? Please be aware that we cannot send you new passport to France. You have to collect your new passport in person.

The consular team from the Dutch embassy in Madrid will be visiting Málaga, where you will be able to apply for a Dutch passport or ID card.

For whom?

Your travel document expires within 4 months, and:

  • you have limited mobility. Enclose a medical certificate proving that you are immobile for a longer period of time. This certificate cannot be older than 1 month; or
  • your child(ren) is/are up to the age of 4. Enclose a copy of proof showing the age of your child or one of your children; or,
  • you are over 70 years of age. Enclose a copy of your current travel document and a ‘certificado de empadronamiento’ no older than 3 months.
Attention: Note: Meeting the above conditions does not guarantee an appointment.

Making an appointment

You can submit a request by sending an e-mail to mad-mva@minbuza.nl between 23 December 09:00 am and 27 December 17:00 pm. Requests received outside the specified dates and times will not be considered.
In the e-mail, please include your full name, date of birth and place of residence and indicate which of the above criteria applies to your situation.

All requests will be assessed in week 1 of 2025. If you are eligible for an appointment, you will be notified by email by 10 January at the latest.

Surcharge

There is an additional fee of € 26,30 per application if you apply for a passport or ID card at this location.

When will I receive my new Dutch passport or ID card?

It takes about 8 to 10 weeks for your passport to be ready.

The consular team from the Dutch embassy in Madrid will be visiting La Nucía, where you will be able to apply for a Dutch passport or ID card.

Your travel document expires within 4 months, and:

  • you have limited mobility. Enclose a medical certificate proving that you are immobile for a longer period of time. This certificate cannot be older than 1 month; or
  • your child(ren) is/are up to the age of 4. Enclose a copy of proof showing the age of your child or one of your children; or,
  • you are over 70 years of age. Enclose a copy of your current travel document and a ‘certificado de empadronamiento’ no older than 3 months.

  • From 27 to 31 January, you can make an appointment.

Surcharge

There is an additional fee of € 26,30 per application if you apply for a passport or ID card at this location.

When will I receive my new Dutch passport or ID card?

It takes about 8 to 10 weeks for your passport to be ready.

The consular team from the Dutch embassy in Madrid will be visiting the Balearic Islands, where you will be able to apply for a Dutch passport or ID card.

Balearic Islands

For whom?

Your travel document expires within 4 months, and:

  • you have limited mobility. Enclose a medical certificate proving that you are immobile for a longer period of time. This certificate cannot be older than 1 month; or
  • your child(ren) is/are up to the age of 4. Enclose a copy of proof showing the age of your child or one of your children; or,
  • you are over 70 years of age. Enclose a copy of your current travel document and a ‘certificado de empadronamiento’ no older than 3 months.

Making an appointment

  • From 10 to 14 March 2025, you can make an appointment.

When will I receive my new Dutch passport or ID card?

It takes about 8 to 10 weeks for your passport to be ready.

The consular team from the Dutch embassy in Madrid will be visiting Alicante, where you will be able to apply for a Dutch passport or ID card.

Your travel document expires within 4 months, and:

  • you have limited mobility. Enclose a medical certificate proving that you are immobile for a longer period of time. This certificate cannot be older than 1 month; or
  • your child(ren) is/are up to the age of 4. Enclose a copy of proof showing the age of your child or one of your children; or,
  • you are over 70 years of age. Enclose a copy of your current travel document and a ‘certificado de empadronamiento’ no older than 3 months.

    When will I receive my new Dutch passport or ID card?

    It takes about 8 to 10 weeks for your passport to be ready.

    The consular team from the Dutch embassy in Madrid will be visiting the Canary Islands, where you will be able to apply for a Dutch passport or ID card.

    Your travel document expires within 4 months, and:

    • you have limited mobility. Enclose a medical certificate proving that you are immobile for a longer period of time. This certificate cannot be older than 1 month; or
    • your child(ren) is/are up to the age of 4. Enclose a copy of proof showing the age of your child or one of your children; or,
    • you are over 70 years of age. Enclose a copy of your current travel document and a ‘certificado de empadronamiento’ no older than 3 months.

    • From 13 to 17 October 2025, you can make an appointment.

    Surcharge

    There is an additional fee of € 26,30 per application if you apply for a passport or ID card at this location.

    When will I receive my new Dutch passport or ID card?

    It takes about 8 to 10 weeks for your passport to be ready.

    Appointment in the Netherlands

    You can submit your passport or ID card application at a border municipality in the Netherlands. 

    You can submit your passport or ID card application at Amsterdam Schiphol Airport. 

    Step 3: Go to your appointment

    You must submit your passport or ID card application in person. Even applicants under 18 must appear in person.

    Bring all the documents on your personal checklist. Print out the checklist and bring it with you.

    If you needed to have documents legalised and/or translated, bring the legalised and translated versions with you as well.

    The overview of consular fees in Spain tells you how much you will have to pay for a passport or ID card and which payment methods are accepted.

    Applying for a passport or ID card at a Dutch border municipality or at Amsterdam Schiphol Airport will cost you less.

    No. If you need your current passport or ID card while your application is being processed, you can retain it for the time being.

    When do I have to hand in my old passport or ID card?

    If you are collecting your new passport or ID card in person, you should hand in your old one when you come to collect it.

    If you are having your passport or ID card sent to you, you will need to first send your old one to the embassy or consulate-general. Only then will your new passport or ID card be sent to you. This means that there will be a period when you have no passport or ID card. If you want your old passport or ID card back, inform the embassy or consulate-general.

    I have a residence permit or visa in my old passport, what should I do?

    If your passport contains visas or a residence permit and you want to keep those pages intact, inform staff of this when you submit your old passport.

    Step 4: Collect your passport or ID card or have it sent to you

    Due to busy times, it may take up to approximately 6 weeks before you can collect your new Dutch passport or ID card or have it sent to you. You will receive an e-mail when your new passport or ID card is ready. You must collect your new document within 3 months or have it sent to you. After that, it will be destroyed.

    You can collect your new passport or ID card from the embassy in Madrid during the following days and times:

    • Monday and Friday between 09.00 and 09.30
    • Tuesday and Thursday between 14.00 and 14.30

    You do not need to make an appointment but first check which days our offices are closed.

    Do you want to have your passport and ID card sent via a courier service (MRW)? This is only possible if you have indicated this during your application. If you have not done this, the passport cannot be sent.

    No shipment to France

    Do you live in France and did you apply in Barcelona? Please be aware that we cannot send you new passport to France. You have to collect your new passport in person.
